On June 29, 2005, Senators Patrick Leahy (VT) and Susan Collins (ME) introduced a bipartisan joint resolution to disapprove an EPA rule that scuttles strict controls for toxic mercury pollution from power plants. The EPA has dramatically reversed course on mercury regulation, rescinding its prior decision to require all power plants to reduce their mercury pollution by the maximum extent--as the Clean Air Act requires--and instead adopting an industry-favored cap-and-trade plan for mercury emissions.
